Make old app master (after takeover) a utility instance to preserve logs

When an app master takeover happens, the old app master gets killed off, and thus we have no way to look at logs or other such things on that app master to help make a determination as to why the takeover happened. We are currently seeing random takeovers happen - we get no other alerts or any indication that there is anything wrong with the app master, but all of a sudden a takeover happens. Since the app master goes away after this, we have been unable to figure out why these are occurring. Thus, I request making that old app master a disabled utility instance so we can investigate it, and then terminate it once we're through investigating.

Thanks for this feature request! We could add this as a preference checkbox next to takeover preferences. I will see if we can get this scheduled.

This is almost ready to ship into Limited Access, we just need to document it to make it more available as an option.
