Deploy hook which runs after application is available to users

The last deploy hook, after_restart, runs while the maintenance page is up. We have a cleanup task which is slow but which does not affect users, so should run after the maintenance page is down and the app is available to users. Right now we run it in a script which wraps the ey executable, which is suboptimal in several ways. It would be better if we could run it in a deploy hook which ran after the maintenance page was down.

Thanks for the suggestion. I have talked with our deploy guru, Martin, and he's planning on adding this as part of his next release. He just released 2.3.0, so it'll be part of the next one.
